Registration is not agency product approval.
FMCSA’s process calls for the provider to test, self-certify and register its ELD. A listing is not an agency endorsement or a substitute for the provider’s compliance work. Check the current registered and revoked-device information when evaluating a product.
Separate the roles involved: a provider’s product and registration duties, a carrier’s use and record responsibilities, and a driver’s required interactions. A software license does not erase those responsibilities.
Read FMCSA’s provider process, the ELD device lists and carrier responsibilities in §395.22.
Identify the system being registered.
Describe the engine-connected device, application and supported operating-system/version range. FMCSA guidance addresses an app-plus-device bundle and calls for separate registrations for Android and iOS offerings. Confirm the current registration instructions for your configuration.
A smartphone can be part of an ELD system when the complete arrangement satisfies the requirements. Account for the components that must be present and usable during a roadside inspection.
- Supported hardware, firmware and vehicle interfaces.
- Application versions, operating-system support and integration limits.
- Data capture, storage, display and transfer behavior.
- The product/model identifiers and provider information used in records and registration.
See FMCSA’s registration and technical FAQs and smartphone/ELD guidance.
Trace each requirement to a result.
Build a requirements-to-evidence matrix from the current technical specifications. Cover accounts, engine synchronization, event capture, driver interactions, edits and certifications, diagnostics/malfunctions, integrity checks, display and transfer.
FMCSA publishes an ELD Test Plan and Procedures document. The linked Version 2.1 is dated July 18, 2017 and contains 444 PDF pages. These procedures are a testing aid, not a binding substitute for the current regulation; providers may develop their own procedures to demonstrate the required behavior.
A file can pass structural validation without proving correct recording or a compliant full system. Exercise real transfer, review the enforcement presentation and retain end-to-end test results.
For data transfer, the permitted options are paired: web services and email, or USB and Bluetooth. Do not interpret the list as permission to implement any single method alone.

Assemble the product documentation.
Use FMCSA’s current provider account and registration instructions. Its training materials describe product identifiers, a device image, manuals, transfer instructions, malfunction information, authentication-value information, the testing/certification statement and public-key certificate.
Keep this package aligned with the product actually offered. Plan a process to assess updates, maintain supported configurations and correct registration information. A branded website or app-store listing does not replace this work.
- Assign a responsible provider and review the current instructions.
- Identify the precise software, hardware and supported platforms.
- Compile test evidence, instructions and required registration materials.
- Verify output identifiers and operational support arrangements.
- Review changes and keep the listing current after release.
Start with the FMCSA provider-account process and provider registration training. This checklist is a planning aid, not the official submission checklist.
